Right. Bush is being diplomatic by refusing to label the changes he expects as anything more than further progress. But there is a major change and other people are calling it a turning of the tide and such.

I expect Al-Qaida to make a major effort in the near future in an attempt to stem that swelling tide. Bush may be using cautious language in preparation for that.
