You and Bigs hit Fannie dead on. It only comes to the forefront when too many foreclosures come back in house and become REO's, price discounts become extreme and the tax payers take the hit. Most likely by that time the mortgage insurers are also insolvent so the tax payers take the 30-40% writedown on resale.
