No what matters is delivered performance and how you get there is not important. Cache is a quick boost for processors that are otherwise evenly matched but is not essential, after all it never put P4 or Itanium above K8.

While weaker core aided by larger cache may not beat stronger core, the situation in H2 will be Intel with stronger core aided by larger cache. So now it is K8 that is need of a quick boost, and L3 is just what AMD needs, hopefully before mid 2007 K8L arrival.
