A 533MHz FSB shouldn't be much more of a limitation on a 1.6GHz CPU than a 667MHz FSB is on a 2GHz CPU. In my opinion the move will mainly be for marketing reasons like 128KB L2 cache on Sempron or 533MHz FSB on a 2.67GHz Pentium 4. I wouldn't doubt that some Yonah's didn't make the cut, but I'd also guess 90+% of them would have.
