J. Chris Parson: Having resided in CA until just recently, I can tell you they do require you to have a license and insurance and registration, "if" you look like you can afford to pay your tickets. It seems profiling is Politically Correct as long as you are not profiling minorities. It was a normal occurrence to witness CHIP officers pulling over folks with nice cars while ignoring heavily smoking vehicles with no mufflers and no lights, weave down the highway. Unfortunately Texas has become the same. In Texas and California, only one in three cars on the road is insured. LG
