I haven't thought much about the history of such, but I wouldn't be surprised if to some rather large degree, the opposite is one of the legacies of Roosevelt's period in the presidency and the Dems ascendancy. It was one of J. Edgar Hoover's big causes. I think, but don't know, much of that legislation is 1930s dated. Perhaps, however, it's 1920s.
