I believe many of those forms of transportation are afloat only due to tax revenues on cars, they generally don't support themselves - so your idea to reward riders would only further prop up a financially questionable system and remove the source of revenue that props them up. Did you see the Oregon legislature take on the reduced revenue issue due to people using hybrids reducing the expected future revenues from gas taxes. Although I support limited use of tax dollars to start these programs, they need to become viable on their own otherwise the ponzi scheme will eventually fail like a house of cards. Just like our drunken sailors in Washington spending more than they take in.
