Excellent observation ... but politics always plays a role in the referee assignments.

Referees from distant countries are frequently assigned to assure neutrality. As a result, referees who are unfamiliar with the type of contact allowed are often assigned to important encounters.

Distant referees are also, at times, unaware of the human conditions involved. I believe a Mexican official gave a ticky-tack yellow card Sunday to Zinidine Zidane. He will now miss the final game of the first round. That could be France's last game in the tournament. So he may be sitting on the bench for the final game of his illustrious career.

It's too bad Pierluigi Collina is not at this year's World Cup. He recently retired. Collina appears to be the only official in the world who is respected by all players. There was talk four years ago that the players from all countries wanted to have him assigned to the World Cup final even had Italy been in it. He's from Italy.
