Halliburton was a depressed stock due to the lack of a big war and lower oil prices under Clinton, as well as their huge asbestos exposure. Cheney turned that around quickly starting in 2001. We have just seen raw evidence that he was the one who got Halliburton their huge no-bid contracts which have driven up the stock price some 500%. It's corrupt and criminal, especially since HAL is busy over-charging and ripping off the tax-payers with abandon and no real oversight.

In fact, since Cheney was the #1 proponent of rushing into Iraq without a plan, it could be that the #1 reason for invading Iraq was really to get Halliburton 20 billion in business. Why wouldn't a company's CEO make that his priority?
