They purposely left out any punitive provisions for missing the deadline, giving the courts no teeth to bite with (the courts can only impose the punishment provided by law). Given that legislators pass laws, something like this is quite predictable.

You have a point there. But the California judiciary is legendary for legislating from the bench. It appears they don't want a balanced budget any more than the legislature does.

An excellent idea, but the Dems will raise H*** about that too.

That is the point. As long as things are better in the US than in Mexico and the border is wide open, we will be hosts to millions of uninvited guests. Our current trajectory is no way to fight illegal immigration.
