The reformist would have taken additional steps to isolate and marginalize the more militant factions in Iran and set up the conditions for further discussions.

As it was, it seems fairly clear (with 20/20 hindsight) that the IRGC and "Supreme Guide" still retained FIRM CONTROL over the political process and that they would continue to use such "peace proposals" as a deception campaign to buy them some more time.

Instead, they opted to show their true colors since they knew Bush was not buying into their charade.

Point I: Non-Intervention in Iranian Affairs.

And I don't know why you stopped at "Point 1" of the accords when you should have read further to "Point II and III" which says that Iran is supposed to maintain a minimum $500 Million balance in escrow to collateralize payments of any claims by US citizens/entities against the Iranian regime.

They've failed to do this on numerous occasions, thus violating the treaty while claims are arbitrated.

Thus, from what I'm able to find, I'm only seeing references to $252 Million, presumably in the Security account placed in escrow to settle all claims.

It cannot be unfrozen until all claims against Iran have been arbitrated.
