Of course, it was the great delaying tactic. But the inspectors themselves said there was tons of WMD stuff unaccounted for, and nobody expected them to find anything. They couldn't interview anybody out of country, for example.

But neither de Villepin nor anybody else suggested that Saddam didn't have anything. The suggestion that Saddam had already 'come clean' would have been laughed off by everybody, considering his track record of behavior. What, you break the agreement and toss the inspectors out of the country (1998) because you are planning to 'come clean' and comply?
