Everytime someone comes up with something innovative, the box makers whine about the cost and it moves from required to recommended and sometimes, disappears off that spreadsheet that MS distributes for each OS release.

Let's hope that some for of flash requirement makes the specs for laptops, especially since that's where there's the most to gain. The best compromise I see is that a hybrid OR Robson flash requirement be included. There's a year to get this in, and even a small amount of flash has a big benefit in startup times or reduced paging in low memory systems. The usual answer to low memory is to add more memory, but I think flash has crossed over as the more cost-efficient and flexible way to get marginal performanace gains.
