Yes, Bush has failed with North Korea. He has definitely let them become more dangerous on his watch. And he has also making the same type deals as Clinton with North Korea.

When Bush made his stupid "Axis Of Evil" speech then invaded Iraq, he instantly made Iran and North Korea much more dangerous and radical. Bush engaged neither country, simply refused to talk, and those governments accelerated their WMD programs out of fear that Bush might invade them next.

Also remember we have no military options in North Korea and Iran without accepting ten times the losses of the Iraq invasion. And with our military bogged down and badly depleted in Iraq, Bush's tough talk is mainly hot air. Sure we can drop bombs but that rarely accomplishes anything. Plus we have poor intel on iran and North Korea. And outing Iran WMD CIA expedrt Valerie Plame didn't help at all.

Every President inherits situations from his predecessor.

Bush has had more than five years to deal with the situation in North Korea. At what point does he, a man so fond of speaking about accountability, begin to bear any responsibility for dealing with it?

Nope. Let's just blame Clinton and "the Left" for everything. So much easier.
