I know this from personal experience. As an Austinite, I sometimes caught their act live down at the legislature. It was obvious that some of the boys had had their seats bought by their pappy's out in the more rural parts of Texas.

I wish I had been there when the "chicken king" got a zoning change passed by walking around and handing out $10,000 checks to legislators, allowing him to locate his smelly chicken operation near some poorer Texans residences than it otherwise would have been allowed.

the official reason is that they only meet every other year for a couple of months

But the real reason is that they want to favor those wealthy enough to not need the money.
