According to lead inspector Hans Blix he had unfettered access to any place he wanted. Good enough for me.

They could not do their job while Saddam Hussein remained in power, running a police state, and did not wish to cooperate.

And when they did remove Saddam, did they find any WMDs? Saddam is perfectly right to refuse the inspectors any access since they had already been granted access to the facilities and they were searching for more. When would the search end. Would the US accept a group of international inspectors on its' soil just wandering around without finding anything and falsely accusing Iraq.
