Blix was answerable to the UN, which wanted no war, rather than to the US, which wanted no more Saddam. The reason Blix was there in the first place instead of the tougher Rolf Ekeus is that the Iraqis accepted him as being easier to fool. Remember in 1995 Blix gave Saddam a clean bill of health just before Hussein Kamel defected and spilled the beans on a bunch of bioweapons programs that Blix hadn't even known existed.
