I believe Gore has already made his decision.
He will not be a candidate unless some special circumstance like a deadlocked nomination occurs. In which case, he'd love to be drafted without having to run an entire campaign. But that is very unlikely to happen.

Gore is very busy with the global warming issue and his corporate pursuits. He will also be a very helpful voice and presence in the upcoming elections.
