Bush is not robbing banks as far as I know. But there is the question of missing billions of dollars in Iraq. Guess that qualifies as bank robbing...robbing the US treasury.

The law is not the same as the policy. Policy is what the administration actually does. Sometimes the policy and the law are in conflict. With this administration that is all too often.
