Why are they stupid enough to keep making the same mistakes over and over again?

I think it's a "macho" thing. Plus, going to each house to arrest them would take more time and energy, and would cut into their evenings. Now they have a dead agent. Oh well, they can demote the AIC to "counterterror."

When will they learn? They could have arrested Randy Weaver unarmed and in town. They could have arrested Koresh unarmed and in town. Why are they stupid enough to keep making the same mistakes over and over again?

That's not exciting enough.

They need to suit up and run around and play the part to justify their training.

Reminds me of a scene in, I think, Police Academy, where all the swat team members are swarming all over chanting, "Hut, Hut, Hut, Hut."

I think it's an obsession with SWAT concepts. There is a place for special weapons and tactics, but they don't seem to understand where it is.
