The implication is pretty simple; can the environment create conditions leading to more and/or 'directed' (for lack of a better word) mutation, rather than simply random mutation. Whether one would then call that a 'mutation' would also be a question I suppose. <It is very tempting to therefore think that it had to unfold as it did.
