Yes, policy is set by the Bush administration. You don't wing the number 2 Al Qaeda caught in Afghanistan for a 30 day vacation to Egypt for a spa and facial treatment, do you? And the stuff he told the Egyptians was nothing but crap.

Are you telling me that Rummy didn't know? That he didn't discuss it with his best friend Cheney? That they kept this from Bush?

Now when #2 starting telling them that Iraq was involved, do you think that they didn't decide to turn up the heat on the detainees in Iraq and elsewhere?

Bush sets the torture policy, then actually does the torturing of the prisoners himself.

Bush Jr. probably gets his rocks off by reading the reports about how he prisoners are tortured and imagining it in his little mind.
