If not for the gimmick of accelerating tax receipts to the detriment of later receipts called the ROTH IRA Clinton never could have pretended to balance the budget. Even so, insufficient funds were being allocated to pay for accruing expenses in SS and MCare. Clinton never produced a balanced budget.
