Kerry's stance on Iraq hasn't really changed. But sadly, he's not in control of foreign policy so his plan and everyone else's must deal with the damage Bush's misleadership has caused. That requires ongoing alterations.

Same with the federal budget and taxes.

Job #1 will be to clean up Bush's enormous mess.

And yes, Kerry is thinking about this as a potential future president, not just as one of the minority in the senate.
Biden is competing with Kerry because he would also like to be the nominee. The two actually agree on almost everything, but Biden is trying to put some space between himself and Kerry to individualize himself more. Also whether we redeploy within 9 months or 12 it's not that big a difference. And neither are the "set dates". Bush is the only one with no plan at all. Or just phony plans he's already violated.
