Bluster is ineffective. Sending a fleet to sit there only costs us money and makes Kim feel important. If we can find a way to get China engaged in the interpretation of it as an affront to the US, it might have some effect.

If we have the technology to destroy it, we should demonstrate it as close to launch as possible. If not, the second choice would be to nudge its course North enough to get China and or Canada upset. Making Kim feel important should be very low on our list of priorities.
