In the past, they've been able to pretty much get what they want with bluster and the subsequent pacification. In a lot of ways, they remind me of a little kid on a playground with a big friend. Little kid picks a fight, and either other kids don't want to hit the little kid or they know about his big friend. It's a lose-lose situation for anyone the little kid decides to pick on.
