Forget the exact federal regulation or wording, but the last year can be in a half-way type of house, with day trip for working. He may be able to earn additional, but limited, time off under possible programs like taking a drug or rehab program. Again, not sure of this, but I'm sure he has people advising him of this type of thing. He can also seek to be placed somewhere conducive to his religious, racial or ethnic issues if he can prove that this is a key factor in his life going forward, a difficult thing to do given that everyone has some element of fear or need to be placed in the more favored places.

Yes, you are right, I misspoke. There still is a federal "good behavior" rule even though there is no more federal parole. 54 days per year (15%) can accumulate for early release.
