I think he was part of Bush's "fair and balanced" selection in 2000.

Going into his second term, Mineta's exposure to the public eye was lower than whale doo doo on the bottom of the ocean.

But, as you say, there is something we don't know, that kept him on the payroll.

when he got rid of everybody else.

He also kept Tenet which I believe was a major mistake.

IMO, Mineta was part of the Bush mixed ethnicity cabinet.
