I think the jury's still out on the success of the European Union. Last time I looked they had some pretty high numbers on unemployment. In France when they just suggested that businesses be able to fire new guys if they weren't up to snuff they started flipping over cars and burning stuff down. All the larger European countries have their own NONINTEGRATED populations of immigrants (many of which are Muslim) and they can't even begin to bring THEM into mainstream society. I certainly think it would have been better to spend a TRILLION on Mexico than Iraq.....but NO Mexican Marshal Plan is going to pass ANY congressional vote in the forseeable future.
