Our catch and release approach certainly hasn't deterred anyone from crossing the border. There is nothing wrong with a plan that would require some form of payment for the cost of their return across the border. In most cases that would mean "sweat equity" from the offenders.

The risk/reward ratio for illegally crossing needs to be adjusted more in our favor.
