Don't confuse one strike killing fifty with a war. I'm not sure where the threshold of "war" is but that sure ain't it.

I think Karen defines wherewithal as capacity to threaten the very national existence. So therefore, since AQ cannot mount 100 divisions and 1000 ships, they are no true threat and we should concentrate on more dangerous things, like pool drownings..
