NASA, FBI, DOT, CIA, FAA are only a few which have many, many folk at the high pay levels and watch the congressional raises very, very carefully as their increase is tied to the new number. The congress uses COLA as the tool for these hikes. And they wrap the amendment in such a way that they can vote 'not to reject a cost of living increase'. Sneaky way to increase the salary, but nothing new. Ben doing it the last five years. Apparently, they don't fear the voter since there has been two House and one Senate election during that five year period.
