Toronto Club 2009: Creditors of the United States Meet

in the Canadian financial capitol to reschedule US Govt Debt at less burdensome terms for the USA. The USA, just like it did after the Civil War, is advised to "revolve" the external debt in part by collateralizing domestic owners of Coal, Gold, Silver, and Oil and NG. Washington essentially buys and borrows the forward production of domestically owned resources producers, and has to give them painfully favorable terms, in the form of new, senior debt in exchange. Newly collateralized, the USA is granted more favorable terms by its foreign creditors.(who have few choices anyway).
