NASA, FBI, DOT, CIA, FAA are only a few which have many, many folk at the high pay levels Like I said:"It only matters to the handful of feds at the very highest federal pay levels." We could argue "many, many" vs "handful," if you like, but I don't think it matters much. The size of the Senior Executive Service is still set at 7500, I think. Only the top grades of that are affected by congressional pay raises.
