Sure sure. The 48% who voted for Kerry are all solid Democratic base, but the 52% who voted Bush are not solid Republican base. This is one set of rules for the Dems, another for the Reps.

But do please convince yourself of it. You'll have another unpleasant surprise on election day.

Each side has its base; the rest is 'swing.' According to Gallup, the base looks like about 30% - 35% Dem, 35% - 40% Rep, the rest swing. When Gov. Allen, now stumping for his '08 Presidential run, says that the Dems simply cannot continue a strategy where they win 16 states and count on a triple bank shot to collect Ohio and Florida, he's making plain political sense.
