Japan is sitting on a couple of tons of plutonium. So, they've already GOT the nuclear material, and they certainly have all the technical chops worked out, as well as possessing long range ballistic missiles they currently use to launch satellites.

They could probably have a functioning nuclear missile capability in less than a year, if they chose to.

Ahhh, michael, I knew I could count on you for name calling and off the wall commentary. He of course, was being facetious. But on the other hand, let NK send a missile over Japan, and all bets are off. And mind you, neither of us think that Japan should have nuclear weapons, even if has pointed out that they have a VERY large supply of plutonium.
