Well, if it is a figment, we're wasting a lot of time and money.

Seems to me that before the laws are changed, the people they ought to talk to are judges, prosecutors, defense attorneys, probation officers, the ones that are in the trenches with these criminals.

But they probably won't.

When Congress changed the bankruptcy laws, they never consulted with bankruptcy judges, not even ones that sit on panels with the Judiciary committee.

I doubt group three is a figment, with hundreds of millions of people some of them are going to think that way, but I also doubt its significant.
