No, but then it would have been a weapon, wouldn't it? When it's lying on the ground, or under the ground, old and unused, it's an environmental hazard, not a weapon. A baseball bat can be a weapon, too, but most of the time it's a piece of athletic equipment. We treat stocks of baseball bats accordingly.
