This is going in a whole 'nuther direction from that intended, but that's ok.

As I understand it, felons can apply to have rights that were stripped to be reinstated, both for voting and for gun ownership. How a person would go about that is totally beyond me, though. I guess they could ask a judge?

That said, I've also heard a number of stories about a certain political party, which shall remain unnamed, passing out ballots in prisons and mental hospitals. But, I don't know if those are just stories or if such things have actually happened.
