If the Dems goal is more tax revenue than "soak the rich" can deliver in the short run, sometimes in the medium run, but not in the long run.

Then again politicians' votes don't usually reflect much care about what will happen after they retire or often even after the next election cycle.

Edit - But if their goal is directly to hurt the rich than I suppose they do achieve it through such tax policies.
