The entire infrastructure of Iraq was cobbled together and jerry rigged. When islamofascists attacked oil production and transportation facilities they were not destroying modern equipment with easy stocking of replacement parts. In some cases the equipment destroyed had been manufactured in Iraq to replace ancient equipment. Many parts had been stripped from Kuwait.

The US has helped finance a thorough modernization of the oil industry and utilities. Prior to the liberation of Iraq Bagdad had electricity for most of the day and part of the night. Other parts of the country had electricity only a few hours a day.

As we learned from Katrina, you cannot move petroleum products through pipelines without electricity.

Theft of oil is a major problem in Iraq. Black marketers are bribing officials and police as a business model.

The delivery system was under attack all the time. It is either proof that protection is improved for the pipelines, or the enemy is too busy blowing up women and children. Ronald Reagan did not want that gas pipeline from Russia into Europe. The back haul was dollars to fuel the Russian desire to be something they are not.
