Rasmussen is a Republican whose polls give Bush an extra 5% typically. As a result, Rasmussen is not respected enough to be used in the non-partisan poll of polls. Also, the Fox News poll slightly skews higher for Bush, but only by 1-2%.

Tha latest poll gives Bush 37% support, but get this, 60% DISAPPROVALS. And according to pollsters the disapprovers are not going to change their minds, but the approvers support for Bush is soft.
