I'd say it's fair for ex-prisoners - who have completed their sentence - to regain their vote. They're meant to have served their punishment/rehabilitation, after all.

But I can't see any reason to allow criminals behind bars, or at least those on long (say 18-month+ sentences) to be allowed to vote. They've broken the laws of a democratic society, and shown they don't respect the rights of others: well, tough, they can forgo some rights of their own. They have not shown sufficient responsibility or understanding to be trusted to vote.

Now returning to normal cynicism.
All that remains is to make the right offences carry 18+ month penalties. Lemme see now, egregious use of petrol, wilful polluting, unsustainable destruction of the human birthright (our natural environment), maybe even knowingly carrying a loaded gun in a public place (while not a police officer on duty)... <vbg>
