Yep, that's what I mean. Sometimes reporters stumble upon things, or people "in the know" accidently let things slip. When the security breach is discovered, a decision has to be made as to how to minimize the damage. More often than not, silence or misdirection is used to cover the breach.

Obviously, this isn't the case for political information that's classified, but in an operational setting.
