"High Court Rules Out Tribunals for Gitmo Detainees

WASHINGTON -- The Supreme Court ruled today that President Bush overstepped his authority in ordering military war crimes trials for Guantanamo Bay detainees.

The ruling, a rebuke to the administration and its aggressive anti-terror policies, was written by Justice John Paul Stevens, who said the proposed trials were illegal under U.S. law and international Geneva conventions."

The global war on terror has cost the U.S. $437 billion since
September 11, the Congressional Research Service estimated last
month, including $319 billion for the war in Iraq. (The Pentagon
claims the latter figure should be $210 billion.)

The CRS cost estimate has been widely reported, but the underlying
