i expect bush went the way he did for fear of what type of bill would come out of congress. they could go with many attachments to the bill and restrict a lot of current actions. i assume they felt best to run with their understanding until sc stopped them. It will be interesting now to see how congress conducts themselves. do democrats just want to bring down bush like nyt or will they react like they should in a time of war and give power to president to conduct these military trials. election year...
