The reason that the PPS is down has nothing to do with market conditions. It has everything to do with dilution and the fact that the management and financial condition of this company, well, sucks. SEC inquiries normally don't cause stock prices to go up.

yardslave just said it best. Retail involvement in pinks is speculative money which is small scale compared to investment money.
