Rassmussen is a GOP pollster and he doesn't count. He is definitely skewing his polls up %5 for Bush. Fox News is doing the same to a lesser extent. It's easy to do this by the way you ask questions, and the sampling you use. Since Rassmussen and Fox News's paychecks come exclusively from the Republiocan side, they have aselfish motive.

The correct levels for Bush according to all other non-partisan polls is about 37% support and about 59% disapproval. Which is the about same as his grade for handling of the war. Bush is handcuffed to this war. No other issue can overcome it.

Also the LA Times poll today confirmed what I've been saying all along, that the Bush economy is only good for the top 10% or so. Only 19% say they are better off than five years ago. And only 9% say the Bush tax cuts have helped them. Plus once the tab for the deficits comes in, those 9% will shrink to 1% which is really the only strata Bush's tax cuts benefit. Those making over 500 K a year or heavily invested in defense or oil stocks. They are definitely better off. For instance Halliburton is up 500% under Bush-Cheney.
