Brazilian telecoms regulator Anatel plans to hold a public consultation on the implementation of 3G mobile services before September 2006, to gauge how many operators would seek to acquire licences. The watchdog identified five frequency bands as suitable for 3G under ITU regulations between 2000 and 2002. The bands consist of two blocks in the 1.8GHz range, one block in the 900MHz range, most of the 1.9GHz band and most of the 2.1GHz band. However, only the frequencies in the 1.9GHz and 2.1GHz bands are unoccupied at present. According to BNamericas, Anatel is still deciding whether to license four or five operators for UMTS services in each of Brazil's ten operating regions. The process will be a hybrid auction/beauty contest, with participants being judged both on their financial bids and the technical merits of their proposals. <<
