The idea of having to deal with "tribes" in the 21st century is hard in the first place. I can't see that the people involved really want peace with their neighbors. Yeah.. I don't know what the solution is. Do we have to crush the tribal system altogether and replace it with some other system by force? Or do we continue to seek to undermine it gradually by creating institutions that better serve the people. It's a VERY TOUGH question that has been long overdue for some form of policy. As for Iqbal, the last I'd heard he was in Paris. But he will still have a pretty good pulse on the state of Paki politics, IMO. Hawk
